01.08.00 released

The major changes are as follows:

• Added a new function to read arbitrary CSV in the Mark panel.
• Added a new function to add any column to the measurement panel.
• Changed to not save the preferences specified at startup to a file.
• Fixed a bug in the boolean operation.
• neoEBV changes setting file permission to 600 and the other user cannot use same setting file when start-up neoEBV.
